The sign reads:
The forest has a new nest! It is the only known active nest on the eastern district of the Mt. Hood National Forest. Unfortunately, this nest is located in an area heavily used by outdoor enthusiasts.
When the nesting area of a Bald Eagle is disturbed the birds will abandon the nest and leave their eagles to die. The largest threat to the survival of the Bald Eagle is humans. Noise made by people, motorized vehicles and boats will drive birds out of their habitat.
The Bald Eagle is federally protected under the migratory bird treaty act and the bald and golden eagle protection act (16 U.S.C 668-668C). This Act prohibits anyone from disturbing bald eagles and a violation of the act can result in a fine, imprisonment or both,
for a first offense.

Awesome! We saw a couple of those in Yellowstone. Hardly anyone obeys though. One day they had a park ranger stationed there to make sure people weren't stopping.
